Your power supply needs to be bigger. I would go with this.
http://www.microcenter.com/product/406088/CX_Series_CX600M_600_Watt_ATX_Modular_Power_Supply

I would do 8 gigs of ram, not 16.

I would go with a fx 6300 cpu and supporting mobo. you can bundle these two at microcenter for $164.98
http://www.microcenter.com/product/401797/FX_6300_Black_Edition_35GHz_Six-Core_Socket_AM3_Boxed_Processor
http://www.microcenter.com/product/398235/M5A97_R20_Socket_AM3_ATX_AMD_Motherboard

I would get an 7870 gpu.
http://www.newegg.com/Product/Product.aspx?Item=N82E16814150605

I would also suggest using the savings on a SSD and HDD combo. SSD will give you great performance.

The budget you appear to have does not lend itself to support a 7970. That is way overkill. Plus you do not have an optics drive. What is the resolution you want to play at? what games do you want to play? Some more info would help.

Get a better motherboard, this one is not good for overclocking, something you will probably want to do with this processor. Get this one instead: http://www.newegg.com/Product/Product.aspx?Item=N82E16813132054 108$
The HD 7970 is too much for this processor to handle in my opinion and will probably be bottle necked by it. Get a GTX 660 instead. http://www.newegg.com/Product/Product.aspx?Item=N82E16814127699 190$
430w are not enough to power a GTX 660 let alone a HD 7970 Get this PSU instead: http://www.newegg.com/Product/Product.aspx?Item=N82E16817438014 65$

Thanks everyone for the help i still really want to run 18 gigs of ram is that truly not needed? currently my labtop runs 8 gigs of ram but i want more is it possible to do 16 gigs of ram

I don't see any time you will ever use more than 8GB of RAM, and with how expensive RAM is right now you don't want to be throwing money away.

There is a budget and situation for that CPU... a $750 build isnt one of them. You should at least get a FX 6300, and even getting a FX 8320 shouldnt be too hard.

That 7970 is priced uncompetitively. You should look for a GTX 770 because the R9 280x is being price gouged right now, or you can get a GTX 760. I dont have anything against AMD GPUs at all, but it is hard to currently reccomend them because their prices, for at least where I am, are very inflated. The R9 270X, which is slower than the GTX 760, costs around $290 right now where the 760 costs $250. The GTX 770 costs around $330 where the R9 280X costs around $480 from what i'm seeing.

Dual channel (2 sticks) is faster than single channel (1 stick). Depending on how soon you're going to get a second 8gb stick will determine if you should go 2x4 or 1x8 now. If you can cope with lower performance for a while you wait to get a second 8gb stick then go ahead with the 1x8 for now.

Most programs/games will not even use 8gb of RAM.
