Installed New Motherboard, CPU, PC Won't Even Boot

I just installed a new Motherboard and CPU as well as replaced my HD (1TB) and RAM (4GB). I have a 480 watt PSU as well as a Nvidia Gfx Card. When I go to boot the PC nothing happens, not even the psu or fans turn on. The connections look good and the only thing appearing to get power is the LED power button. A friend suggested that I made need a higher wattage PSU, possibly 750-800 watts. Can anyone advise before I go an purchase a new PSU?

You can look at the label on your power supply for the +12v amperage rating.

Some power supplies have multiple +12v rails. You can combine the ratings and subtract some to get a rough +12v output rating.

It is not just the wattage, the brand and model of PSU is very important. I have never heard of a brand PSU that is rated @ 480w. What is your graphics card model?

Where did you get this ancient card from?
Also this motherboard doesn't have VRM heat sink which is really ridiculous.
 
Not sure you need more wattage so much.

What is the make/model of your motherboard and does it have its own video out?

With the PC off, remove any Optical drives, HDD or SDD and if your motherboard has a video out on it, connect your monitor to the motherboard video out and remove the GPU. Reseat the RAM and make sure the CPU cooler is seated properly. When you boot up, can you get to the BIOS screen now?

If you can't get to the BIOS screen, is the 24-pin connection securely connect to the motherboard? Is the 8-pin CPU power connected to the motherboard? Is the CPU power connected to the motherboard?

It's a 500 watt Rosewill but it's actually rated 480 in the specs. The rest of your reply is not helpful.
