I have a HP ENVY23 All-in-one computer with windows 8 installed. I want to increase the dedicated video memory but can't figure out what to do or where to go once I reach the UEFI or BIOS screen. Can my computer change it's dedicated video memory? If so, how?

It is not a silly question, and has an answer.
Just because you think so, doesn't change facts.
What he's asking can be done in case of integrated graphics, as memory is shared with system RAM.

that's not dedicated video memory, though it is used for video processing. What that is is a little bit of ram that the integrated graphics can use additionally, since integrated graphics does not actually have its own dedicated ram.

I'm not quite sure what you're trying to say, but
1. it is indeed impossible to increase vram for a dedicated card
2. op has integrated graphics, the only ways to increase usable memory are to either divert it, or download the newest drivers

You cannot change the video subsystem and dedicated/integrated video RAM on that. An All-in-One is very similar to a laptop, just a slightly different configuration.

You are standing at the edge of the Ban Cliff , and leaning over the abyss. Tread lightly.

What I'm saying is, if graphics is truly dedicated, such as a card, and it has 1GB of RAM then you cannot allocate 512MB of system RAM to make it 1.5 GB.
I don't know about the drivers, but system RAM can be allocated to an integrated graphics chip in the motherboard's bios.

I didn't know that AIO's and laptops didn't have option of allocating more RAM to integrated graphics in the bios screen.

You can't tell it to 'use more'. It uses what it uses.
