What's causing the issue?

So, I had issues in the past with this set up.

Suddenly turns off; nothing starts. Completely black. So I RMA my motherboard, get a new one so then it refuses to post, constantly restarts.

I thought my CPU was bad at this point, so I sent that back for RMA got a new one, tried again. This time, I get lights going, fans spinning but nothing else. No post, no beeps, just constantly restarting.
Sent RMA's motherboard for another RMA. Same issue, lights, fans but no post and constantly restarts.

Everything but the CPU and Mobo are verified to work, I can switch and swap any of them with my older AM3 build.

Have tried multiple attempts at breadboarding, reset cmos multiple times. Still can't get a boot. No beeps, just constantly restarts over and over.

So what's my best option here?

Also, don't give me terrible advice like try the PSU or try the RAM sticks. I've tried multiple working sticks, all possible configurations and they all work. The only issues I'm having are strictly between either the motherboard and CPU; just can't figure out which.

Tried CMOS resets.
Can't get to BIOS because can't get post.

Is this happening as you are trying to boot from an installation disk? (i'm assuming you haven't installed one yet?)
Also are you able to get to the bios?

I know you said don't give "terrible advice like try the PSU or try the RAM sticks" but I had a near identical problem when I first built my pc about 3 months ago.
I just happened to venture onto the crucial site and selected your motherboard on their memory selector.. I could not find the memory you have specified on their list.
When I bought my first 8GB of RAM that i assumed was compatible (was DDR3 and 1333MHz that was supposed to be supported) the computer went into a continuous reboot loop. After purchasing a definitely compatible RAM stick (Courtesy of crucial memory selector) It worked.
I later discovered that the original ram was not compatible. (even though it should have been in theory).

Well, you said you checked your RAM on a different PC, but have you tried different RAM sticks on your mobo? Gigabyte z87 boards must be the most picky boards about memory compatibility lately. As far as i know they still couldn't get around with the 4 memory stick issue that seems to effect lots of people and it's almost 1 year.
