Removed graphics card that came in the new Dell XPS 8700 and installed an Nvidea GTX 570. Results: blank screen. Do I need to make changes in the system BIOS or Win 8??

Thank you in advance for your assistance!

PCIe power connected to the card?
Is the PSU big enough for the card?

Yes, the power supply is connected. I'm usure if the 460W PSU is adequate, and will replace it if need be. I'm under the impression that I should at least be able to boot the PC into Windows and see that screen even if the PSU isn't large enough, since I'm not really taxing the card at that point. And thank you for your reply rolli59!

If it is the 460watt delta unit then it should work.

Alright, lets you and I troubleshoot.

First plug your monitor into your motherboard with your 570 installed properly but not connected to monitor
start up your PC
video should easily have worked on monitor
Go to your hardware manager and make sure it is detected.
If it is detected, you need to delete your drivers off your pc for your old card and install new ones
if it's not do above as well
if that doesn't work you may need to adjust your PCI-E settings in bios.
If that doesn't RMA the card.

Well with a discrete card the onboard gets disabled, so to get a display you will to have the monitor connected to the card.

The motherboard will try to output video to either the onboard or the discrete card, depending on BIOS settings. Power it on and try both (or all if more than 2) outputs.
If you can't find working video, reseat the card and power connectors; if there are more than one PCIe power connector on the card, make sure to hook up power to all of them. Try to find video again.
If still nothing, verify that everything (monitor, cable, etc) works with the old card, and RMA the 570.

Can you link to the exact card model?

I think this is a BIOS issue.
I owned a DELL XPS 8300(a predecessor of the 8700) and i couldn't get a GTX780 to work(with upgraded PSU to 700w). Same issue as you black screen. After some research DELL screwed up the BIOS of the 8300 that it couldn't boot up with graphics card which it wasn't original supplied with(In order words BIOS whitelist)Some cards did work with a special VBios form the graphics card manufacter though. I did ditch the 8300 and build something else around the 780 and on another motherboard the 780 booted up without any trouble.

You Might have the same problem with your Dell, this is also why i never reccomend OEM PC's, since i made this mistake myself :(
