USB Peripheral power problems

Sorry for some reason I typed a long thing and it did not register in the thread. My problem is that my USB plug in slots will not power my phone or any peripheral I have inserted into them, this includes my mobo ( fm2-e55m-e33) which has an AMD fm2 Athlon x4 740X 3.2 ghz in it. I have been buying parts slowly over the coarse of the beginning of the year until now. However my processor does not have built in Gpu to it which Is why I plan on getting a discrete graphics card, this is somewhat irrelevant but I want to get in all details for someone why might have a solution for me. I have ALL my parts for my new build EXCEPT for a graphics card, OS and Monitor. The way I was thinking was that I need a processor to get drivers for the USB ports to work, however how am I supposed to plug in a mouse and keyboard to access bios? I saw some things online saying some mobo's bios has the USB ports disabled and therefor you have to enable them, I'm not sure if that is the case or not. My mobo definitely has power to it, because my cpu and one other fan is connected to it and powers up, so I do not think my mobo is dead, and I also triple checked to make sure front panel connectors for my usb are plugged in properly to mobo aswell. Anything would help me to solve this dilemma
 
Phones do some negotiating for power, try using a USB keyboard(not wireless) and see if when you boot up and hit caps lock/num lock if the light indicating it turns on.

If i have my phone hooked up to my computer when i try to boot it actually throws a fit because it tries to boot off the USB device so testing with a complicated peripheral at BIOS level is just going to be problematic. BIOS stands for Basic Input/Output System, keep the devices you are trying to make it integrate with basic.

My go to item when checking for USB port issues, an old school optical mouse that glows red when it has power, its about as basic as they come so it powers up at BIOS level.
