Windows 7 / 32 bit High CPU Usage 100%

Hy.
I just fresh install my OS , and my old problem come back , my CPU go to 90-100 in idle mode , no program or application Open.

My PC Specs:

Ram : 2GB Samsung
Procesor : Intel Pentium D 3.2 Ghx
HDD: 160 GB
Video : ati radeon hd series 4350 512/128 Bit
Windows 7 / 32 biti

I seach and see svchost.exe and System Intrerupts use almost 90% just this 3 process.
Hope someone can help me already seach about 2 week and i dont wanna go again to Win Xp!

i see u install already lots of programs. your rig bit old,others than IE eating a lot of memory usually plugins,all kind updates they running in the background so they keeping busy the CPU too.try to find which program running a lot from Open Resource Monitor-its at the Task Manager.

I had the same issue.

After troubleshooting, and cleaning with CCleaner, still had same issue.

I use firefox, not IE.

In CCleaner, go to:
Tools
startup
IE tab
disable skype plugin.dll

This fixed my cpu issue, hopefully it does yours as well!
