290 not displaying signal to monitor.

I recently bought a 290 and when I replaced my 6790 with it i get no signal fro my monitor. My 6790 works perfectly fine. I have tried everything. The card is working the fans are running and it is all hooked up fine. The card is hot so I know it is working or dead but its just not outputting any video signal. My monitor recognizes that the hdmi hooked up but doesn't display any signal from card. Any help Thanks.

650watt(enough to run this setup)
8gb ram
970a-g45 mobo

old card was 6790

I deleted all old graphics drivers and reinstated new. gonna try that now.

EDIT
I tried my card on my friends pc and it works fine. So It probably is something with my computer. Any thoughts? Im thinking it is my mobo or psu or both. My psu is a cheap azza shit one so 650 watts might not be 100% accurate as it says. I live out in the boonies in iowa so there is no way i can grab a quick higher powered psu or a different mob as there are no stores or friends that have any.

The 290 works on my friends PC so I think it might be my PSU and so if I get a new one them I might as wheel buy a new mono cuz those are the last things I need upgrade in my pc
