Its my first time building a PC, I would like to ask whether A) I can run skyrim maxed out with mods and B) whether the system parts I have chosen may have any compatibility issues with each other e.g. case not having enough room for motherboard.
Specs:
Western Digital WD Greeb 1TB hard drive
Corsair cx-600 modular 80+ bronze power supply
corsair carbide 200r compact atx case
corsair vengeance 8gb (2x4) ram
Sapphire Radeon R9 270x boost oc 4gb
Gigabyte ga-990fxa-ud3 motherboard
amd fx-6300 6 core black edition cpu

More about : run skyrim mods

Absolutely. Skyrim is't the most demanding of games, and that pc is quite strong. The case is smaller, but can still fit your motherboard

I am thinking of running a couple of graphical mods like pure waters, skyrim 2k textures, weathers of tamriel, etc.

Then you won't need skyrim 2k textures

The textures are bigger and hence look better no matter what the resolution is, resolution would only be a problem if I was gaming on a big screen tv, right

Give me say 15 - 30 minutes and I'll test those mods and see how it plays.

Google search "Skyrim Ram mod" you should come with something like memory patch v3 or somethin, it was put together by Sheson. You can now run Skyrim with 150+mods and uGrids much much higher.
