My pc configuration is-

CPU: intel pentium g630 2.70 GHz
MB: gigabyte h61 s2pv
RAM : 2 GB (1066)
HDD: 600 GB
PSU: Corsair 450W
GPU: None

i'm planning to make some upgrades so that I can play games like dishonored, batman arkham series, hitman absolution, ac 4 black flag, Cod black ops2, ghosts and max payne 3 at 1080p. I want to buy amds R7 260X graphics card and add 2GB more RAM. If i do so, will it be a great/good/decent combination altogether?? Thanx in advance :)

Bottleneck means that one part of the computer is significantly slower that another and will slow the whole system down.
It this case the cpu is barely decent so 260x will not be able to reach its full potential.
1) 3dr gen i5 will probably be good for the next 3 years
2) bottlenecks does not damage the system - just slows it down.
3) PSU will work with i3 + 260X, above that I'm not sure. For 260x recommended is 500w, but will go with 450, corsairs are stable.
i5 + 270x will most probably require new power supply - 600w, corsair is a nice brand.
But you have to decide on your budget and your purpose.
You are starting with a very basic (though well done) PC and plan to transform it to a good gaming rig.
Easiest/cheapest upgrade is - 3rd...

The r7 260x will not be not quite be enough to run all the latest and greatest games at good settings at 1080p.
you could bump it up to a 270 or you could go to a Geforce GTX 760, That is a very good card as well.

But I am afraid that getting a decent graphics card, you system will be bottle necked due to the not so great cpu. You will definitely need to upgrade the cpu so that you computer can run to the full potential
 
This is a very basic setup, mate. Most probably 260x will be restricted by the CPU. I think that 7770 will be better suited. But if the prices are similar - go for the 260x.
Also 1080p will be playable only in some games. Most will be better in 1680 x 1050.

Sorry to ask as i dont know what the term means - Whats "bottleneck"?

I can upgrade to core i5 3470 but that will not happen within the next couple of months. So i ask again, (1) will a 3rd gen quad core CPU be enough for gaming for the next 3 years? (my MB won't take i5 4570 :()
(2) if i just keep playing games with "bottleneck" will it do any damage to the hardwares?
(3) is the PSU good for R7 260 / R9 270?

bottle necking is basically where your parts are can't reach their full potential. It wouldn't damage the parts in any way but you are going to be restricted.
You may consider upgrading the motherboard because I think that the 3rd gen is not going to last you for the next 3 years. (maybe)
Also, I think that you are going to need to upgrade that psu to power your components

If i change the motherboard, i will still have to change the Cpu and Gpu. And then, also the Psu (as you suggested).
So id rather sell the PC and try to build a whole new rig. Could you help me with a configuration within $650-700 so that i can play the above mentioned games at 1080p (in med-high settings) and still hold a future friendly rig?

System will become decent in 1080.

If you have the money: i5, 270x+, but here you will have to change the power, it will be good to change the MB and get faster RAM, so you can directly sell the current PC and buy a new one. You can switch to 4th Intel's gen.
System will become good in 1080. But the price...
