new gpu still getting low fps

i just upgraded my gpu and psu yesterday from this Gigabyte AMD Radeon HD6670 to this Asus Geforce GTX 650 ti and i upgraded to a 600w psu from a 300w stock one but i still get low fps in league of legends. ill post my specs below maybe someone could give me some insight as to what could be the problem.

Mobo - MSI 880g-e45 amd 880g chipset

CPU - Phenom II x4 830
cpu usage jumps between 30 - 50 in game

gpu temp 28C, core temp 24C, hdd both at 22C

2x 4gb corsair vengeance ram

windows 7 x64

1tb samsung hd

320 gb wdc hd

gpu - Asus Gtx 650 ti

if i need to add anything let me know. also wanted to add that no matter what settings the game is on the fps stays about the same with maybe tiny differences.

try to disable vsync from the graphics settings (nvidia control panel)

that did not seem to make any difference. my fps is still jumpy from 160 when i start the game and then jumps around between 70-90 fps and now its dropping as low as 50 fps

i did not mean to choose that as the solution, i still have the problem but oh well i guess.

can you do a clean reinstall of windows to see if it makes any difference? the phenom II is an older chip but still should not bottleneck cards like the 650ti

if you don't want to reinstall windows just do all the drivers, uninstall them all delete all temporary folders they made, install back amd chipset drivers only and nvidia drivers for the card.

i assume you have the integrated graphics disabled and plugged the monitor on the 650ti, right?

Hm thats weird i have a gt 640 8 gb kingston and i5 3350p and on very high in lol i get 90-140 with but you have ten times better gpu than mine so your ram is better tho only your processor is not that good maybe you should buy a new one

i will try to clean install windows today and yes i have my main and secondary monitor plugged into the 650 ti nothing is plugged into the integrated one i assume that it is disabled. i will let you guys know if the clean install works thanks.

i did not try the clean install yet, but i was wondering if i should just take this gpu back and get a new cpu and mobo? i know this gpu is alot better than my old one but i think my cpu and mobo is holding it back and as of now my old gpu will do what this one is doing.
