after building my pc everything started up just fine without an operating system. but i disconnected some things including the power atx for better cable management. and once i hooked everything back up it would not start. i looked at all my connections and still nothing. i went through all the
necessary troubleshooting. i did the breaboard test, and someone told me to reset the CMOS jumper. but now the pc only starts on when the CMOS is cleared which are pins 2 and 3 but not when the cap is on default 1 and 2. is this normal?
