I'd get an i5-4670K for OC'ing + aftermarket cooler
Mobo: get a z87 ATX
PSU seems expensive imo
Maybe get an ssd as your main drive

The PSU is a high quality one, which there is nothing wrong with buying. Cheaping out on a PSU can bite you in the ass down the road.

And an ssd would help, but those start at ~$100 for a small useable drive, which I doubt would be within his budget

No I wouldn't get that it's a 'slow' ssd. I'd suggest samsung evo which begins at 120gb = enough for just OS and a game, put most your games on hdd
