What is this camera FPS?

I thinking about getting this camera! But in the specs section is says 1920*1080 60/24/30 fps what do those three fps rates mean? here is the link under specs thanks http://www.cameta.com/Canon-Vixia-HF-R42-32GB-Flash-Mem...

It means you can record up to 1920x1080 resolution and choose either 24FPS, 30FPS, or 60FPS.

Movies are usually 24FPS.
TV shows are usually 30FPS (European, i.e. PAL often 25FPS).

60FPS would feel a lot SMOOTHER. It will also take up more space.

FPS = frames per second. photonboy is right, 24fps is usually the way movies are shot for that cinematic look. However, 24fps is not great for shooting where there is a lot of action or motion as you may get motion blur and that frame rate does not work well with panning. If you want to slow down the action (as in slow motion) then 60fps is the way to go between the three choices as it will give you the best and smoothest result. The look you want will determine which one you use.
