Hard drive is dead, what do i need to do when i add a new one?

There is no need to use a registry cleaner at any time, and certainly not after installing a hard drive.
If you have installed a registry cleaner you'd be better off just rid of it and leave the registry alone.

Only go into the registry if you are advised to do so by an expert, to fix a specific problem.
