Booting to Windows 8 requires some fanangling.

So a few months ago, I clean installed a copy of Windows 8, and then upgraded to 8.1 when it released. The issue started right away, but has gotten more annoying the more often I have to turn my computer back on (we're having brown outs/black outs due to weather, so I shut my computer off when we have alerts).

Windows 8 is the only OS installed on my computer. I had Windows 7 previously, but the primary hdd has been completely wiped.

If there is no disk in the drive, it will try to boot to Vista, an OS that hasn't been on the computer since I installed 7 when it was released, but if I put in my Windows 7 disk (I don't have a disk for 8, digital download), and have BIOS set to boot from disk, but don't push a key to let it boot from disk, it starts Windows 8 just fine.

The hdd with Windows 8 is the only hdd on my boot list.
Vista would not have been installed on any of my 3 1.5TB drives, they're data drives.

I don't know what to do at this point. I've never seen this issue, coworkers and other technologically inclined people have never seen this issue. I'm hoping that someone here has seen or heard of this issue and has a fix for it, or can point me in the correct direction for resolving this issue.

Notably Device pointing to Partition 'H'...
Don't know what's lurking on 'H', but suspect it's Vista Boot info... I do know that if the drive you install W8 to during a supposed 'Clean' install has any partitions at all, then it creates the System Reserved 350Mb partition on another drive on the System if it finds one, and stores Boot info therein. Not sure about an Upgrade though, but suspect it may be similar. Still doesn't explain the Vista boot. Meanwhile a Clean Install to a completely clean (No partitions) drive would sort the problem, but suspect you'd rather try other avenues...
bootrec /fixmbr might be a good place to start.
