Have you ever thought a about buying an aftermarket gpu air cooler, like the arctic extreme, an air cooler for the cpu, and upgrade to the 8xxx series, that would get you better preformance than water cooling your gpu and cpu, which does little for preformance,

Basically, if you have an upgrade path to put nicer hardware in your build I find it confusing to want to put a geeky cooling system that does not do a lot for preformance.

i dont have much money to upgrade hardware, if i upgraded the processor id spend the extra buck and get the 9590, which would need a new motherboard, and if i upgraded anything id need a new psu. also im just trying to go more towards liquid cooling than air.
