does the rads evapourates water?

is there like an explanation of how a radiator cools?
because things cool down much better with water on their surface ( like our skin) but does the rads have water leaving them? if not, wouldn't that be just like air cooling with a little bit more surface?

Works just like a car radiator.

Heat is transferred from the CPU, through the block, and the liquid absorbs it. Liquid flows through the pipes. Heat is transferred from the water in the pipe to the fins. Air blowing across the fins carries that heat out into the room.

Air coolers do exactly the same, but instead of water, copper pipes transfer the heat from the CPU to the fins.
