Can't Boot Up Windows 7

Okay, so here's the deal.

I just finished building my PC (http://pcpartpicker.com/p/2TbQ0)

First off, when I started it everthing was okay.

No signal to the monitor, so I took out the GPU, because the 4670k has integrated graphics or something. SO there's one problem solved.

Now for the the main problem. When I place the Windows 7 CD inside. It just says "Reboot and Select proper Boot device (which I have done, btw) or insert Boot Media in selected Boot device and press a kay (which I also have already done)"

I'm stuck.

Please help

Also, is it okay if I start up the PC without the GPU?

Lets get this straight... You place the DVD in the DVD drive and on power up hit the "F12" key or what not to select the proper boot device. it tells you to hit any key to boot off of the disk. what happens next?

I hit the F12 key to access the boot menu, then a screen shows up saying "Please select boot device"
There's to options
P0: The DVD drive
P1: The Hard Drive

I then pick the DVD drive, and it sends me back to the "Reboot and Select proper Boot device" screen.

Don't do the above. Go to the BIOS Features Menu in the BIOS.
Boot Option Priorities
Specifies the overall boot order from the available devices. For example, you can set hard drive as the
first priority (Boot Option #1) and DVD ROM drive as the second priority (Boot Option #2).

On this screen set the DVD ROM as Boot Option #1
Save and Exit BIOS.
Insert the Windows installation DVD and restart the system with the DVD in the Optical Drive.
After Windows installs, change it back so the Hard Drive is Boot Option #1.

That's exactly what I did, but still. I didn't work. Threw me right back at the "Reboot and Select proper Boot device" screen.

There's no "Boot option priorities." But a "boot sequence" thing with the drives on it labeled with a number. The DVD is the first and HDD is the second
