A bad graphics driver could certainly cause your problem, especially if the driver causes Windows to bluescreen. Default settings for Windows is to reboot on a bluescreen.
Safe Mode works fine because it uses a basic graphics driver, so your crashing driver doesn't get a chance to crash Windows. Try removing the driver in Safe Mode. You may end up having to use one of those "driver cleaner"-type tools to do so, since Windows Installer won't run in Safe Mode, meaning most uninstallers included with graphics drivers won't run either.
