Looping start up bios but will boot in safe mode?

Last night the computer stops suddenly working and started looping the start up bios and off then reboots bios then cuts out and reboots bios cuts out etc at a loss I am able to get in to safe mode and doesn't cut out Atal ?

A bad graphics driver could certainly cause your problem, especially if the driver causes Windows to bluescreen. Default settings for Windows is to reboot on a bluescreen.

Safe Mode works fine because it uses a basic graphics driver, so your crashing driver doesn't get a chance to crash Windows. Try removing the driver in Safe Mode. You may end up having to use one of those "driver cleaner"-type tools to do so, since Windows Installer won't run in Safe Mode, meaning most uninstallers included with graphics drivers won't run either.
