Why am I running on PCIe 2.0 when all my components support PCIe 3.0?

So every time I boot my machine it states that it is running PCIe 2.0 compatibility mode, but all of my components state that they support PCIe 3.0. Does anyone know what my problem might be?


System:
OS: Windows 7 SP1 Ultimate x86-64
Motherboard: MSI Big Bang-XPower II
Processor: Intel i7-3930k
Graphics: Radeon 7950 (FX-795A-TDFC)
RAM: 4 x 8GB G.SKILL Sniper (PC3 12800)
Primary Drive: Intel 330 240 GB (SSDSC2CT240A3K5)
 
Try running the GPUZ (excellent freebie BTW) render test (on the first info pane hover the mouse pointer over the blue '?' beside the PCI-E info box and click to activate the test).
My 7950 shows it runs at version 1.1 when idle but it jumps to the correct x16@2.0 (my mobo only supports PCI-E 2.0) under the test.

I'm reading up about the issue and it appears to be a way to force 3.0, do you know how I might do that?

Neat Feature, it unfortunately says "PCI-E 3.0 x 16 @ x16 2.0"
