I don't understand this semi modular psu

Yes that's correct.
I've built a few rigs using Corsair semi-modular units, and like I said,you'll probably not need to use all the supplied cables.

The power supply has 2 fixed cables a 24pin for the mobo and a 4+4 cable for cpu power.
The other cables plug into the outlets on the psu.
Sata power cables for drives.
Molex cables for powering fans and certain other accessories your case may have.
Pci-e cables included for gpu.
Whether you need to use all the supplied cables is dependent on your particular components.

All of those cables would be able to plug into those four plugs?
