Screen red , cant get to log in screen, virus i think

so i turn on my computer and the back screen is constantly red and i cant even make it past the "starting Windows" screen, right after it says, "starting Windows", it says, "Windows is loading files", then just restarts and goes back to the dell logo screen, what should i do?
