Reinstalled OS Now Storage Drive is Under 4 MB/S transfer?

Bassically i just reinstalled my OS to have it on my SSD, so now i have 3 drives, a SSD for my OS, a 1.5 TB for games etc and the 300 gig i use to backup data, after the OS reinstall i want to move my data back to my PC but the speeds are sub 4 mb/s and i can't find out why?

Update: i seem to be able to transfer a 250 mb file to the HDD in seconds, but anything from the HDD is 2-4mb/s

Edit: Some items i move from the HDD transfer at 30 mb/s others less than 4?

Apparently both my main and this HDD are marked as active, i hear this is not a good thing, but there is no option to turn it off on my HDD.
