What's a good moment to buy any PC Component? (Mainly GPU, CPU, PSU...)

So I wonder what's a good moment or if there are going to be sales soon on PC Components. I'm thinking about getting a new PC so it'd be awesome if the components were cheaper.

Mainly in AMD GPUs, Intel CPUs, SeaSonic PSUs...

Yeah, but I was wondering if there were going to be rebates in hardware soon... I heard there are in summer. However, I mean in March-April.

None of us have crystal balls to tell you what will go on sale and when. Like USAFRet said, the best time to buy is when you need the components. There will always be a new piece of hardware just around the corner and the possibility of sales. If you wait to see if components will go on sale you will probably never buy anything.
