I'm looking to build a gaming rig which would cost anywhere from £1500-2200. I want it to run cool and play any game on ultra or high. I need everything for if ram, cpu etc. But no monitor, mouse or keyboard. Thanks.

Yes, would the evo keep that cool and would it be worth it to sli two 780s to get a better case?

780ti performs very well in SLI.
With a single monitor setup up-to 2560x1440 just one card is enough.
With an Ultra HD monitor with a 3840x3160 let the SLI in. Also SLI is recommended for multi monitor setup.

Case is your personal choice. Choose any case that looks good to you and can be a shelter for those components.

For air cooling, the cooler master hyper 212 evo is best VFM. It will do well.
If you want water cooling, Corsair H100i is a good option.

Is water cooling difficult/hard to setup and does it require filling up the coolant every so often?
I already have the evo for my fx 8350 so I could just use that one couldn't I?
I am looking a case that looks good and has a fan control thing so I can see the temps of the computer aswell.
Is 8gb of ram enough should I not get 16 instead?

If you already on evo, use it. Even i would say if you own fx 8350, you dont need to upgrade processor.
8 gb ram is enough as of now.
Water cooling is not hard to setup, just extra care has to be taken so that there is no leakage/spills.
Coolant hasto be replaced every six months or so.

Hyper 212 evo cooler
8gb ram
R9 270X GPU
Ga 990XA UD3 motherboard
120gb SSD
1TB HDD
Dual 1080p monitors.
Is there anything I should change in this rig with the money?

Your current rig is powerful enough for gaming at 1080p high settings. As of now I would advise against spending 2000 for an upgrade because there is no need (Unless you got gazillions). Get single 780Ti and sell the R9 270x if you want improved graphics performance. Your motherboard is SLI capable too.

Another good option to improve graphics performance is to get a new R9 270x and crossfire it provided your PSU is a good 650+ Watts.

Should I crossfire the r9 270x, sell my monitors for 1440p ones and swap out my corsair 200r case for something better looking?
I have a 750w psu

1080p monitors are ok. No need to change the Case if you aren't having a major upgrade. 750W psu will easily power up a second r9 270x. BTW did you think about getting a single gtx 780ti? thats the best option because single card systems are more stable, but getting a second 270x will be your cheapest option. Choice is yours. I would personally suggest to sell the 270x and get a 780ti as of now.
