cpu usage on idle

My first PC is almost 8 years old. Cpu usage is high on idle. While playing its 100%. Few days ago i installed new drivers for GPU but i do not think its problem. CPU usage on idle looks like 5% 6% 100% then again 3% 7% 100% then drops down and again.
Temps: CPU: 40-45C
Core: 58C
GPU: 58C
AUX: 47C
There is only usefull tasks in taskmgr.

First, make sure you are reading the numbers correctly, 100% idle means the CPU is doing nothing. But, onto the problem, since this is an older PC, when was the last time you gave it a complete and thorough cleaning, blowing all the dust out the fans, heat sinks, etc?
Other than that, check to see what programs are running in the background. What OS are you running? There can be many things happening when the PC is not being used for anything by the user, like disk defrag, save points being created in Windows, etc. Especially on a 8 year old system, there can be many programs running in the background you may not be aware of.
Go to the start button, type mscong.exe and launch the system configuration monitor to see exactly what is running in the background.
