Hello, i wanted to ask will my pc be able to play BF4 in MP like 70FPS? i would tweak ingame video settings for best performance mixing them what settings would you recommend?

My PC Rig:
CPU :
Core 2 Quad Q9300 2.5GHz
GPU:
Asus ENGTS450 1GB GDDR5 Direct x x11
Mobo:
Republic of Gamers Rampage Formula
Ram:
4 GB ram DDR2 800Mhz
Hdd:
WD 2TB. Green

Solution
...Depending on the resolution you'll be playing at, you'll probably be using low-to-medium settings. I don't understand your confusion.

The Q9300 isn't really a slow processor, but it's getting fairly old at this point. The GTS 450, on the other hand, was never a fast card to begin with.

If you're asking what settings to use, I'm not sure how we can help with that... No, your PC won't be playing at 70FPS, nor do you need it to be; turn everything to the lowest setting, and start turning things up until you can actually notice the game slowing down. Back off a little and there's what you'll be running at.

On the lowest of low settings, on the lowest resolution, you will still not be able to enjoy BF4 on multiplayer. 70fps is completely out of the question. 30 may be pushing it. Sorry, but your system is incredibly weak (not trying to be rude, just candid), and you basically will need a brand new computer at this point to play it.

Yeah i know i need a better pc but maybe in the Future :D So that means i wasted money for BF4 nice :x BF3 runs great On Ultra 50-40 FPS multiplayer so Q9300 even wouldn't help of oc'd 3.2? maybe going to get a good GPU but say what Gpu would be smooth for my CPU:? :)

Well, a good way to start, as long as your mother board and core support it, get some ram first when you find a good deal. Newegg has deals on ram ALL THE TIME. Just save up and keep your eyes open for great deals, they pop up all the time really.

Yes, I'm thinking of buying 6 or maybe more Ram like 8 Gigs but maybe if i Oc a little Gpu and CPU maybe a little performance jump will happen? it can't be real that my system cannot run BF4 because i read some comments in other websites that High settings 40-50 fps.

high @ 50fps? Maybe in single player on 720p while standing still. Multiplayer at 900 - 1080p with high settings and that setup will be unplayable. You can load the game, sure, you will just get angry when your screen keeps freezing and you die over and over.

Honestly your computer doesn't even meet the minimum recommended settings, much less is it going to be able to play high or multiplayer. Im really not trying to be a butthead here, Im just trying to give you realistic expectations. If you want to play single player with low settings and low resolution, it will probably work ok.
