I'm currently using an AM3 motherboard with an Ahtlon II x3 445 processor. The game I'm currently playing, rFactor 2, needs more than that to be absolutely smooth. I'm wondering if I should hold on to my motherboard and purchase a Phenom II x4, the 960t is the highest my motherboard supports, or to purchase a new am3+ motherboard paired with an FX-4300. Or maybe something else?

The am3+ motherboard plus a FX-4300 would set me back around € 200,-, and that's about all I want to spend.

Before you can make either choice you need to find out if you can still even purchase the 960t? I would assume you can't since it's pretty old you may have no choice but to go with the new board and CPU. Even though you have a budget in mind and if you end up buying a new board I advise going to a 6300 or higher CPU.

Thanks for the answers so far.

Neieus, I picked the 4300 over the 6300 for it's clockspeed. With what I do (rFactor 2) I think that would have a better performance than 2 extra cores, please correct me if I'm wrong.
I did a quick search for the Phenom processors, it looks as though the 955 is available but I haven't spotted a 960t yet. Would/should that influence what is best for me?

I wouldn't mind using something by Intel either, but I believe that isn't realistic with my budget.

Get the Phenom II x4 if you can find it at a sensible price otherwise get a FX-6300+mobo.
This is a comparison between the P II x4 965 (which I am assuming is better than 960t) and FX-6300.

I say they are pretty close so if you can get the 960 for cheap it would be a good idea. FX-6300 is probably more power efficient though. Also if you end up getting the phenom, Make sure that your motherboard supports it.

It depends on the game really, if it is designed to utilize more than 4 thread/core, then yes the two extra cores will make a difference, if it doesn't, then the higher clock speed is the winner.

yes but then again ayou can always overclock and having those two extra cores will futureproof!

rFactor 2 is only using 2 cores, but maybe I'll need more cores for something else in the future. I guess the 6300 is the winner out of these 3 cpu's.

How would it compare to Intel though? Keeping my budget of around € 200,- total for the CPU and motherboard in mind.

Intel is better for per core performance of course. I think you can get a locked i5 and a decent motherboard with that budget. IMO if you are not doing anything heavly multithreaded and not planning to overclock the fx-6300 in which case you will need a more expensive motherboard and after market cooler, then the i5 is a way better choice over the FX-6300.
