Windows 7 Toshiba Satellite freezing for .5-2 seconds every 5-20 seconds

As of late, I have been having this strange issue where every program on my laptop freezes for about .5 to 2 seconds. These freezes occur every 5 to 20 seconds. The whole screen doesn't freeze, just individual programs. There does not seem to be any irregular spikes in the task manager that correspond with these freezes. For example, when I am gaming, I will run 60 FPS, but the screen will freeze. When it unfreezes, the FPS will show 0, but jump back up to 60. When I am on the internet, if I were to be scrolling, all of the sudden, it will not respond no matter what I click, but then it will start working again. This happens thousands of times in a day and it is getting frustrating. I am hoping that my driver isn't going bad, but I think that might be it. I have had this laptop for a bit over a year and have only had this problem over the last week. Does anybody have any solutions?

I have a Toshiba Satellite at home and over the last 3 years I have found it to be very reliable.
I have heard of similar problems in the past due to overheating. Try cleaning the dust out and see if that improves things.

It happens right after being turned on after a long period of inactivity as well, so I do not believe this is the solution. To provide more details, if I were to use Window's split screen function where you can look at 2 programs at a time, only the program in use will freeze. While the freeze is occurring, the video of the other window I have open will not freeze.
