New Rig woes

Greetings everyone, first time posting here.

So, I finally got around to building a new rig, everything seemed fine until I got around to setting up the GPU, it's an MSI R9 270X Gaming Edition 2GB.
I do believe I have set up everything correctly inside the case i.e. every fan spins up every light comes on, after I installed Windows 8.1 on the SSD, I got around to installing the drivers for the Graphics card.
Thing is, after the installation supposedly completes, things get weird.
After the installation completes, the monitor flashes once and returns to the desktop screen, but no windows are on screen. If I click on any icon on the taskbar, the taskbar shows that it is open (if I mouse over it there is a view of a window, but also seemingly smaller in size as if resized), but does not come up on any part of the screen. There is the slightest edge of a window to the left of the monitor, but I can't move it elsewhere. Otherwise the start menu works normally, but I can't execute anything properly, i.e. the whole thing freezes up. I have reset the SSD thrice now, and in the latest attempt I have tried installing the drivers for the Motherboard.
If I attempt to reboot the system, it goes as far as to display the Windows 8 loading screen for a very short time, then proceeds to display a blank screen (the colour is blue, the one I chose when personalising).
Everything is OK when I don't install the GPU drivers at all, that is, if I connect the Monitor to the motherboard instead of the GPU, which is disconnected from the system. Windows boots up fine, and I can access everything.
May I have any suggestions as to why the GPU and/or the system is acting up like this?
As of now I have not connected the system to the internet and have not downloaded any updates for it.

MSI Radeon R9 270X 2GB Gaming Edition
Aerocool VP650 650W PSU
Pioneer DVD drive
Kingston 120GB SSD
Seagate Barracuda 2TB HDD
Acer 27 inch LED Monitor

Any suggestions would be greatly appreciated, I apologise in advance for any mistake I may have made in the process of posting this thread.
NOTE: This is also given that I haven't made any mistakes in installing the parts of the system.

This appears to be a GPU issue, can you try the GPU in a different computer install the drivers and see what the result is, or do you have a different GPU you can try in the new machine to see what happens? Also it may be worthwhile checking to see if there is a firmware/BIOS update for your new motherboard too.
