Exact $800 with the slower GTX 760 but better motherboard.
I'll talk you through my choice of each part.
Xeon 1230 V3 - This is made as a server CPU but very useful in gaming builds as well. It is faster than the i5 4670 for not much more, it is effectively an I7 4770 without an integrated GPU.
The motherboards are both basic boards which cannot be over clocked on them. The only diffrerence is that the H81 can only take 2 hard drives/ssds in it at sata 6gbs(that's the data transfer speed) whereas the b85 can take upto 6(I doubt you'd need 6 HDDs) so if you want we can get the cheaper board in your gtx 760 build. These boards do have some drawbacks though, they have no sli/crossfire (you can only put 1graphics card in them) and they are limited to 1600mhz ram(fine for gaming) however since you're just starting out they are perfect because they fit upto 16gb of ram, 1gpu will run at fine speed and you don't need to worry about overclocking, it's also unlikely you'll want 6HDDS anyway.
The RAM is pretty standard 1600mhz 8gb RAM.
1TB HDD for storing your files/games if you want a SSD(solid state disk) that is possible but they are more expensive and store less although they can get to your data a bit faster(your pc will boot about 10-20seconds faster and your games a bit more responsive in load screen times) you don't NEED an SSD but sometimes they're nice, I chose not to go for one in these builds.
The GPU's. The 760 is very good at its price point but the 770 is better and not much more.
here's a chart specific to skyrim, it shows the frames per second at ULTRA 1080p(basically maxed) but this may drop a bit with mods.
case is personal preference but I just like thermaltakes cases. This one comes in white,black or black/red.
the power supply is a gold rated efficiency Antec 650W(good quality) It is an older design so it cannot run SLI/Crossfire (dual graphics cards) but it will power your system very well and is excellently made for the price.
CD drive pretty standard cheap.
here's an alternate build with the gtx 770 in budget by the way if you don't feel you can stump up the extra $35.

by the way the antec PSU is overkill in terms of the power you need but it's a very reliable/excellently priced unit so I thought you'd want piece of mind.
