Monitor doesn't display BIOS and some windows are zoomed in

I recently made a build and I decided to use my TV as a screen until I can afford a decent monitor,

my problem is that the BIOS doesn't work, only a portion of the screen is visible, and I had to resort to using a 32" Screen in my living room to set it all up and install windows,

my next problem is now that I'm back to my TV, some programs are zoomed in and a small part of the right hand of the screen looks out of proportion (in comparison to the other side),

everything works fine but it looks horrible on my end :( Is there any way to resolve this?

This is the TV I have:

Grundig GU19WDVDT

I run at 1920 x 1080 resolution.

PS: I don't have much money (about £80) Could you recommend a good monitor for an average gamer?

Yes, I have a Radeon R9 270 and all drivers are up to date on every component, I don't have integrated graphics
