How do I optimize my RAM for peak performance?

I've just updated my RAM from 6GB to 16GB on my Asus Q500A-BSi5N04 Intel 3rd Gen i5 3230M which also recently upgraded to Samsung 840 EVO SSD and I run many apps on my computer (Win 8.1 64 bit) such as Outlook, Excel, Word, One Note, iTunes, Encompass (loan origination software for work), and anywhere from 15-25 IE tabs open at any given time (I hit Ctrl-T a lot) due to work and constant monitoring of markets and pricing, new articles, indicators, etc PLUS I run a small ebay account where I sell anywhere from 20-100 items at any given time and constantly monitor that account and keep up with prices, sales, etc so I used a great deal of memory doing all of these things at once and even before I open any applications after booting my memory is running at around 28% or 4.4GB and usually peaks around 7.8GB whenever I am aggressively multi-tasking from window to window every few seconds and I have 3 external monitors hooked up as well as the default attached laptop monitor so I would image extended desktop to 4 monitors takes up memory as well... I have installed 2x8GB Corsair Vengeance 1600/12800 DDR3 1.5v 10-10-10-27 Dual Channel in what used to be 6GB stock and I am very pleased with how my set up is running and computer boots from shut down to sign-in in less than 5 seconds and after PW is entered I can open up excel, outlook, encompass, and IE w.5 homepages in under 10 seconds without any lag BUT I am not sure if my RAM is being optimized to is max capabilities and I've seen my memory go up to 12.8GB usage once while really in the zone at work and everything and when I run RAMMON it shows each module having a MAX clock speed of 800, which is the same it was showing on my previous 6GB set up... So I was wondering how, if at all, I can optimize my RAM so it performs at its MAX capabilities because although it was very minor lag time (New IE tabs took maybe 3-4 seconds to load) when I was around 13GB RAM usage it was enough to notice so I am just wondering if my computer automatically optimizes the RAM when it's installed or if I can adjust the speeds in BIOS myself for best performance?

Lastly, when I run RAMMON and it shows MAX clock speed per module being 800mhz is that my settings being capped at 800 or is each module (Since dual channel) clocking 800 for total of 1600ghz?

Sorry if this is confusing question, I am new to site and just looking for many answers and through my searches maybe my wording isn't technical enough to populate the resulted answers im looking for so I seek advice on this matter here in my own words in hopes that somebody can help me out.

Your DRAM is 1600, so the true freq is 800 as this is double data rate (800x2=effective (or 1600)) and with your CPU that's about as high as you'll go, might squeeze 1866, but somewhat doubtful...You could try adding +0.06 to the DRAM voltage and see if you can drop CR (Command Rate/Timing) from wat is currently 2T (or 2N) to 1T or 1N, which will give you a small boost
