Sudden framerate drops in all games and random slowdowns of OS

Hi guys. Listen up.

This is my computer.

MotherBRD: ASROCK (can't remember which one)
GPU: AMD Radeon HD 7870
CPU: Intel Core I5-2500K 3.30GHz quad core
RAM: 8GB DDR3
Storage: 1x100gb SSD
1x900gb HDD
OS: Windows 7 Ultimate 64bit

And here is my problem:

When I use my Desktop (the one detailed) everything is slot just after startup. If I have not used and functionalities everything is about 10 seconds before it does anything, after it is as smooth as a kitten, except for right clicking.

When I use my browser I have random moments when it will take 30 seconds for it to load anything even though I am having a 20/20 wired connection directly going in. Other times it loads perfectly fine.

When I play any game, the framerate is really unstable. I play payday 2 and when I get in there is no problem, but as soon as a level has loaded I get random timejumps looking like slowmotion and the framerate goes down to about 20.
When playing war thunder everything is smooth at 35 fps, until the game has been going for a minute, then it is unstable between 10 and 25.

All of the above have been since I set up the machine about 3 weeks ago. before that it was fine.

What I have tried to do:
- Update drivers.
- Update CCC.
- System recovery.
- Cleaning tower and components.
- Clearing harddiscs.
- Formatting harddiscs.
- Clock the graphics card.
- Settings on low.

I am running low on solutions. Help!?!
