I was having a similar issue and it turned out the spikes were caused by two programs, one running in the background ( Microsoft Desktop
Window Manager) and the other was my web browser (Google Chrome). I went to Microsoft's www.sysinternals.com and downloaded the process explorer. Once you run it go to view /select columns / process GPU and check all the boxes and it will show you what applications are using your GPU and the amount of resources they are using . If you find something out of place you can kill the process from there.
