Yes, that is an activation error: https://support.microsoft.com/kb/929826

Specifically:
----------------------------------------------------------------------------------
This issue may occur if the following conditions are true:

You use volume-licensed media to install one of the following operating systems:
- Windows 8

- The activation wizard cannot connect to a Key Management Service (KMS) host computer.
-----------------------------------------------------------------------------------

Where did this laptop come from?

I bought it from the HP online store

Then it is specifically HP's responsibility to fix the situation.

You bought it from HP. You used the restore function from HP. You sent it back to HP.

And it still doesn't work.
Yes, the key is inside there somewhere. But it is entirely their responsibility to make it right.

The Restore function should have picked up the original install key. That's what it's supposed to do.

Well....that sucks.
But the licensing and support for a preinstalled Windows 8 lies completely on whoever installed it and sold it. In this case, HP.
It states that in the licensing terms from Microsoft, and I'm sure somewhere in the paperwork you got in the box with the laptop.

Your Product Key is encrypted and stored in BIOS, so HP probably can't retrieve it, but the onus is on them to provide a Recovery Partition that works, i.e. Activates Windows using the embedded key. Not sure how you force them to provide you with another, though! Meanwhile you could try various Key finders to see what they come up with, try activation with whatever they find...

Just interested in how you got on, did you resolve the issue? If so, how? Suspect similar situations will crop up in the future...
