It's a new computer build, I am missing the graphics card and Operating System, but whenever I plug in my mouse or any keyboard on the front panel or back on the motherboard, nothing powers up.

My motherboard and everything else has power besides the USB ports, and I do not know how to install the operating system when I eventually get it without using usb peripheral mouse and keyboard.

Weird, they should work in BIOS, even USB 3.0. Does the computer turn on properly?

Everything powers on perfectly fine, even the fans plugged into the mobo, which leads me to believe that my mobo is fine, so I have no clue why the USB ports would not work on it, or the front panel.

You have to understand that it's not a finished build and I'm unable to go into BIOS to check if they are disabled or not. All I know is that they do not power any peripheral device including mouse, keyboard or phones, I'm just trying to see of anyone has the same problem or at least has a possible solution.

Hi

I can understand the front panel USB not working if not connected correctly.

I can understand USB 3.0 ports not working with keyboard & mouse

presumably there are some rear USB 2 ports you can try
Is there any PS/2 keyboard connector at the rear ?

Have you tried reseting cmos using jumper ?

Presumably its a UEFI bios unless a old motherboard just put into use which will require a Mouse

best of luck

I have triple checked the usb connector on the motherboard, even if I did connect it incorrectly, the USB 2.0 ports on the motherboard do not power up any peripherals either. My mobo is the MSI FM2-A55M-E33. I do not understand what you mean by resetting the CMOS using jumper, but my motherboard does have PS/2 connectors on the back for mouse and keyboard, I wasn't sure if they would work either due to the USB ports not working, however I am unable to try because I only have USB peripheral mouse and keyboard. I will purchase PS/2 connectors if absolutely necessary to access bios though.

I only have usb 2.0 connectors on my front panel and mobo, none of them work, I have not accessed bios to change any settings and the front panel is connected properly. The only thing I can think of is that the USB ports are disabled in bios and my only way to access it is to buy ps/2 keyboard and mouse.
