Is my PSU affecting my GPU?

Recently, I bought a Zotac Nvidia GTX 650 ti 1gb DDR5 graphics card. I also bought a Solid Gear Neutron 650 W power supply (link: http://www.tigerdirect.ca/applications/SearchTools/item-details.asp?EdpNo=7906003&CatId=1483).
My graphics card has to be UNDERCLOCKED for it to run games. I use MSI Afterburner to reduce the core clock and the memory clock by 100 MHz, and increase than fan speed to about 65%.
Is my PSU making my graphics card under-perform?

Okay, I turned off MSI Afterburner so my GPU and GPU fan were running at regular speeds. My GPU load hits 99% and the memory controller load hits about 85% while I play games. The voltage stays constant at 0.9370 V (sometimes drops to 0.8750 V), and the temperature lingers in the high 30 degrees Celsius. While testing it, I never crashed once though, which was interesting because the games I was testing this out on (DotA 2 and Skyrim) crashed earlier today when I didn't have GPU z installed.

Update: I also realized that the memory used hits about 925 MB.
