Looking for a silent, quality PSU (Budget: 170 Euro)

Okay, i want to order a power supply in about an hour or so and i had my mind set on a Corsair AX860, but read some rumors about coil whine and DOA and such, so i am lost again...

What do i need it for today:
- AMD FX 8350 (125w)
- R9 280x (250w)
- 4 fans and 2 sata drives
- I do NOT overclock: Machine is fine as it is.

Why do i want above 800 watts?:
I plan to buy another 280x in a few weeks, which would put me at 650w max usage.

What do i expect for the money:
- Has to be silent in desktop tasks, like surfing the web. (semi-active cooling would be best.)
- Should be near silent while under moderate/game load. (thats why i add 200w headroom)
- Modular, cause i like things tidy
- Don't care much about efficiency: 80plus something is fine. Gold is a bonus
- It is all about the noise and quality really.

What i looked at:
- Seasonic Platinum Series
- Seasonic X- or G-Series
- Corsair AX Series
- Corsair RM Series
- Enermax Platimax

I already had an XFX and it was too loud => RMA'd

Please help me out on this. I get so many mixed reviews and reports, my head is spinning. I want to make it right this time.Budget is 170 Euro.
