A few days ago I began having problems with my Windows 7 Desktop's internet connection. Applications such as Skype and Spotify were using the internet fine, but I was not able to use any internet browsers such as IE and Chrome. After hours of searching the web and using the "winsock reset" commands and such, I retreated to the decision to reinstall Windows 7. After the reinstallation of Windows and all of the drivers, I still have the same exact problem.
What I've done thus far (post reinstallation):
1. Turned off Windows Firewall
2. Reinstalled Network Drivers
3. Uninstalled Norton
