Need more info.

What is your graphics card?

Even if you turn off v-sync in game, you might need to disable it in catalyst/nvidia control.

=( no it isn't.

He could have a 120hz monitor or be smart and lock fps higher to make sure he doesn't get sub 60 fps drops.

^Unless your monitor is running higher than 60hz then there is really no reason to go higher than that anyway it would just create screen tearing.

But as to the problem what is your PC specs? It could be that your rig can't go above 60fps anyway. There is no way to tell since you did not post anything about your system.

cpu - amd fx 6300
gpu - gigabyte nvidia gtx 660
ram - 8gb

My pc is 100% capable of reaching 60fps+ on most games
