I'm looking to water cool my system and am not sure what I would need. I have an i3 4130 and 2 pny gtx 660 on a 650w psu. I'm tired of hearing the blowers on these cards all the time just to keep them below 70c and it will be even harder during the summer 90➕ degrees f. Trying to keep cost below $400 for the watercoing. If it helps I have a fractal design core 3000 and an msi z87 g55.

Right, but if you had put even the slightest bit of effort into this you would have answered your own question. Seriously "water cool gtx660" into google gives pages of relevent answers.
People here are willing to help you, but you have to put in at least a little bit of effort to help yourself; we aren't going to do it for you.

Read one of the many many many guides on how to get started in water cooling, some of which are posted right on this site. Than ask any SPECIFIC questions you may have. No one is going to write you an entire, personalized guide on how to water cool your PC just for you.

I'm not trying to get a guide on how to do it. I'm asking for a list of recommended parts to buy for my system. I'm having trouble mainly finding water blocks for my 660s (non ti) and a good dual bay pump/Res combo.
