You might get more help if you told us exactly how you have it setup, as opposed to just listing your parts. If everything is working correctly, but you are getting a CPU fan error on startup, you either didn't hook everything up correctly and it isn't reporting the speed to the MB, or you have an ASUS board and did not set your CPU fan header type correctly in the UEFI.
