Can't Shut Off PC

When I shut down my PC through windows 7, all the fans, including the CPU fan, still run. Also, the motherboard still runs as well. Not sure where the problem is coming from. The way I shut it down is I wait an estimated amount of time it would take for it to shut down then I hold the power button to shut it down. If I don't do this, the computer will run forever if I let it. This never happened before until a few months ago. I thought it was fix itself eventually but it still persists. Any help is appreciated.

Specs:
PSU: Corsair CX600
Mobo: Asrock Z77 Extreme4
GPU: Sapphire HD Radeon 7950
CPU: Intel i5 3570k Ivy
Case: Rosewill Challenger
Heatsink Cooler master Hyper 212 Plus

I suggest that you do a system restore. It might be a bad software or some recent changes that have taken place in your computer. Don't worry, system restore only removes the most recent softwares installed and does not make any changes to your documents, video/audio or any other files. And I guess a system restore point is always created whenever a new app is installed. Hope that helps :)

Sounds odd. If pressing the power button works, I think it's safe to say your components aren't at fault. I think it might be a bad installation, maybe Windows forgot to install some particular important files pertaining to shutting down via start button. I'd take this with a grain of salt though, since I think this seems a little bit arbitrary, but I'm at a loss myself. I hope you find some help.

Yea I've asked so many people and it seem as if my situation is odd. When I start it back up from a shut down it starts up just fine. It's just the shut down process that I'm having an odd problem with. Thanks for the help.
