CPU throttling at 1.4v

I have a FX-8350 on a GA-78LMT-USB3 motherboard on Windows 8. Every time I increase the voltage to 1.4v the CPU lowers the clock speed down to 3.4 and locks it there. I already tried making sure all of the power saving features are disabled.
 
Solution
Don't overclock on that motherboard. With a 4+1 power phase it's absolutely not recommended (you want around 6+2 to 8+2 for a stable overclocked system with these FX 8 series processors). It claims to be heatsinked but on these lower end boards it's often questionable just how effective that is. It could therefore be overheating other parts of the motherboard. I was going to suggest slightly bumping the CPU/NB voltage but I'd avoid it altogether with that motherboard. For reference though, here are a few links that may help you:

It's definitely some sort of throttling. On lower voltages CPU is running fine even if it's idle ? We need to find out is this caused by high voltage or by something else. Try lowering voltage. Also if you are at 1.4 I'm assuming that you did some sort of overclock right ? How much ?

I'm assuming aswel that cpu on stock with default options in bios and disabled all power options is running on stable 4000mhz ?

Yup load doesn't matter. Idle or running prime95 it locks all cores down to 3.4, or locks a few cores down to 1.4. I have it overclocked to 4.5 and I want to push it further since I am having frame latency issues and its only 46c under load

Then you didnt disable all power optiosn in bios perhaps ?

AMD Turbo Technology is disabled ? Cool n Quite ? People are forgetting that one.

Make sure that everything is disabled beside APM on auto.

If you did that and throttling still occurs check temperatures and in cpu-z follow voltage is it making any "jumps" while you are running prime95.

Didnt realize that its 4+1 power phase. I'm trying my best to learn and help others, ofcourse posts like yours in this case are something which I'm looking for. I was posting already decent amount anyways :)

Btw OP said that he is getting that "throttling" even on default. I had that issue with 870 chipset motherboard so most likely mobo is issue even on stock.

I made sure all of it was disabled except for HPC mode. I cant find anything of that variety in my BIOS to disable. I also don't disable wise scholar n quiet because I tried disabling it and it doesn't help fix the problem, and my cpu is running cool enough that I don't need to have the fan blasting.

Hate to be the bearer of bad news, but this is EXACTLY how my m5a97's (yes plural) started to die on me on my 8320. It kept lowering voltages and dropping down. Eventually it just stopped posting. I would think about getting a new board soon.
