If you are on the learning phase and studying at the moment, I would recommend a windows laptop.
Desktop PC is a bit hard to transport (you might need laptop for presentation, etc.), windows tablet is more expensive for the same performance to laptop, Windows is simply somehow better than MacOS since you can find easily more softwares.
Any middle range multimedia laptop should be the trick, unless you need something special.
(I am leaving gaming topic out of discussion for the moment)

I would also recommend to get a tablet (beside your laptop or PC) as your always carry around gadget, writing notices inside lectures, etc. is more comfortable with a tablet. I would recommend either one of the latest iPads or Samsung Galaxy Note 10.1 Windows tablet...

As software? I do not know what you need but usually Eclipse or any free softwares you can get from the college should be enough.
