PC Won't Power Op or Powers Up With Long Delay! Please help!

My Gaming rig is:
Mobo: Asus Savertooth Z77
PSU: Corsair AX850 GOLD
GPU: Asus 670 GTX DC2T
CPU: Core i5-3570K @3.40 Ghz (OC @4.40 Ghz)
RAM: 2X8GB G.Skill Ripjaw-X DDR3 1600Mhz
SSD: Crucial Solid Series 256GB CT256M4SSD2 SSD
HD: Western Digital Black 2 TB.
Monitor: LG IPS 237 (23" LED IPS)

I have a problem which I suspect has something to do with either the Asus Sabertooth Z77 Motherboard or the Corsair AX850 PSU:
The issue is with powering up the Mobo/PC:

The computer won't power up when I press the POWER button

OR
It will power up, after pressing the button, AFTER A VERY LONG DELAY - by itself.
So basically, I will press the button once or twice, nothing will happen... wait 10-60 seconds: and then POP! it starts and powers up regularly..

I tried disconnecting power. Unplugging and replugging PSU. Changing power cables.
I have tried to remove the battery and discharge electricity in the board: that took me about 4 hours, because the mobo has "Thermal Armor" which, when all build and connected with GPU, Noctua fan, etc... - is a pain in the butt to remove.
Took me hours to figure out how to remove it, and to find the battery. In the end, I have found it, removed it for about a minute (when everything is unplugged from power) - and re-applied it.

Finally I rebuilt my pc, powered it up, and....nothing. My PC didn't work for hours. Nada....

I then tried to CLEAR CMOS with the bright-brown jumper: moved from the left and middle teeth - to the middle and right, then powered the mobo, and then unplugged it, and moved it to back to its former position.


I messed with the electricity again, disconnected from the socket, disconnected from the PSU, several times, until I heard a "Ziggle", pressed the button and it powered up again.
I have tested several times yesterday night, it worked fine.

I also tried F5 to restore BIOS to default, and also updated my BIOS.

Got up in the morning: pressed the power button: nothing.
After 10-15 seconds: BAM - it powers up by itself !!!
Not sure why I get this delay at start-up.

Now I can't power up the PC consistently: it will usually take 10-30 seconds delay, and sometimes won't start at all.
Once it starts however: I got full power, no crashes, no performance drops (checked 3dmark), and I can play games etc...

Also worth mentioning: I don't hear any "BEEP" when the board starts up.
All those issues originally started over half a year ago, after we had about 10 power drops and jumps all day long in our town (damn power company!). Those issues were gone for about half a year: and NOW IT'S BACK!

Get a different PSU - atm: not really. my other PSU is too hooked up. And thr 3rd as well, old and messy.

What is a PSU tester?
I think the problem is with either the mobo or psu: like a car that won't start because of a burned fuse, but once it starts: it runs flawlessly.
