Insane overall system problems when playing Battlefield 4

I've been playing BF4 since launch and every single patch they release the game just gets worse and worse for me. Here's my current rig:
I5 3570
MSI R9 280x
Asrock b75m R2.0
TPLINK TL-WN882N (Wireless adapter)
Corsair force 115gb ssd
A Hitachi 1tb HDD that I got out of a new hp.
2x4 (8gb) gskill ripjaws
My psu is a 650w. Don't remember brand name. (It's a pretty good one don't think its the problem)
So, onto the problems:
1. I have EXTREMELY high packet loss. I mean extremely when I say extremely. (Note that this is only in BF4 not other games.) Usually between 2-25 and sometimes 35% packet loss. (As recorded from the in game system performance test in the options menu.) On speedtest.net I get 27mbps and on pingtest.net I get A+ with 0% packet loss. Now I know that people are immediately going to respond: "Well the BF4 servers are different than the pingtest servers." Yes, I am well aware of that and I've tested many server BF4 and not, and even pinged some servers through cmd prompt. No luck. I also tried doing a network capture with Wireshark but I'm not very good at analyzing the packets with that so if anyone could look it over for me that would be fantastic. Anyway, no clue on this.
2. Weirdly low fps. Like really low. I'm getting an average of 50fps, 42 low, 117 high on LOW settings and 1680x1050. (Using Directx 11 on 14.1 beta drivers) I get an average of 120fps on low setting with constant drops all the way down to 12-20 using Mantle. (and of course 14.1 beta drivers.) I get an average fps of 47 on low with the 13.12 drivers. (Res. scaling is at 100% in all of these) This is stupid low fps for a r9 280x. Don't even know where to start with this one so any help or just ideas would be GREATLY appreciated. I am having problems keeping myself from punching holes in my monitor while playing this game.

Things I've tried:
-Updating Punkbuster
-Re-installing BF4
-Re-installing Origin
-Force-Updating Directx
-Monitoring Network Traffic with Wireshark (Couldn't actually figure this out :p)
-Making sure windows firewall doesn't block BF4
-Disabling AVG firewall (Helped a little with packet loss
-Tried other servers
-Tried other games
-Using resource monitor for network (Only found BF4, origin, steam, svchost, razercomms, stuff like that)
-Other minor stuff I can't remember off the top of my head.

Sorry about this post being so long but I want to give out the maximum amount of information because I want to be able to get accurate replies. Thx for at least reading that far and hope that people have fixes to these things. Cya :p
