When I put my R9 290x in, I get no lights on the keyboard and mouse and the monitor says no signal. The PC turns on fine, the fans are spinning with LEDs on. When I try integrated graphics with the 290x in it still doesn't work. When I take it out and use integrated it works. This all started when someone turned the plug off at the wall and i turned it back on and it did this. I ruled out other parts being the problem from this. Is there a solution to this or is the GPU faulty?

120GB SSD
Windows 8.1
FYI the option on the BIOS was already set to PEG not IGD.
